Whitehall took a 1-0 lead at the 10-minute mark with a goal by Joshua Gonzalez.
Shelby tied the game with a goal by Kaleb Hams late in the second half.
The teams were scoreless through two 10-minute overtime periods.
Whitehall goalkeepers Kylar Dewildt and Joshio Bosio each recorded six saves.
Shelby goalie Jonah Kelley had five saves.
