The Tigers trailed 1-0 at halftime on a goal by Hart’s Aubrey Hertzler.
Shelby’s Amy England scored two second half goals while goalkeeper Elizabeth Kelly stopped eight of nine shots.
Shots on goal were even at nine shots apiece.
